Will the IRS withhold a refund if money is owed from the previous year?

My brother is currently under an installments plan with the IRS to pay about 4,000 dollars of money due from 2004 because he took a second job and his employer was not withholding enough from his earnings. This year he may receive a refund of about 5,000 but he’s afraid the IRS will keep this money to settle the debt even though he is already on a payment plan. He is thinking of using this money to do repairs on his home.

Can I get a charge-off removed and pull off settling the debt for less than what I owe?

My debt is 00 with AMEX and I would like to remove my "charge off." I would like to pay 60(60% of this debt).

Do you think that AMEX will take this offer and agree to removing the "chrage off" and replace it with "paid as agreed"? Or do you think I should just go ahead and offer the whole amount and ask for the "charge off" removal.

Another detail…. I will have to pay in installments because I cannot afford a lump sum.

How bad is to settle debt?

Hello,

I owe about 000 on a credit card, but I have never been late or missed a payment. The bank recently changed the minimum payment from 2% to 5% and that will make it hard for me to meet the minimum payment. My credit score is in the low 700’s

I called the bank and complained about it and they said that I have two options:

a) Payment plan with an interest rate af 12% for 60 months; I’m sure I can get a better rate from my local credit union.
b) Settlement, ,000 that can be paid in 2 installments.

I’m very tempted on taking the settlement, but how is it going to affect my credit ranking? I really don’t expect applying for anything in the next few years, but you never know. I know I have to pay taxes on those ,000

How difficult is it to file your own bankruptcy?

I can't afford an attorney (if I could, I wouldn't have to file bankruptcy), but I'm pretty smart and I have heard of people filing their own. That cuts out the attorney fees and leaves the filing/court fees which can be paid in installments. So I am wondering if anyone else has filed on their own and how hard it was. Thanks!
