Where can you find a letter to settle with a debtor for a lower amount to get out of debt in this way?
In the style of the offer ONLY applies if they cash the check you have enclosed, and upon cashing it, that they are agreeing to accept it as a settlement for the debt?

If you enclose a check, they WILL refuse the offer AND cash the check. There is NOTHING you can write that makes cashing the check an acceptance of the offer.
What you want to do is get WRITTEN acceptance of your FULL SETTLEMENT before you send them any money.

accept this payment as settlement of the claim and release A from any further liability on the claim.
